Financial Units & Specialized Tasks

Payroll Unit

  • Manage employee and contract payroll, prepare monthly payroll lists.
  • Reconcile monthly payroll lists with payroll records.
  • Prepare final settlement statements and submit them to the university on time.
  • Input all payroll data into the electronic payroll system.
  • Register all employees in monthly payroll register under direct supervision of the Division Head.

Records Unit

  • Prepare monthly trial balances at end of each month.
  • Post documents (expense/entry) to ledgers and link with accountant.
  • Record accounting entries and expense documents in specialized registers.
  • Prepare analytical statements for advances and trust accounts.

Stores Unit

  • Organize employee liability forms.
  • Prepare store issue vouchers for outgoing materials and receipt vouchers for incoming materials.
  • Post store vouchers to designated registers.
  • Monitor asset movement within the institute under Finance Manager oversight.

Cashier Unit

  • Deposit all collected funds into the designated bank account.
  • Close cashbox at month end and reconcile balances.
  • Receive erroneously disbursed amounts or employee deductions per regulations.
  • Collect cash via official receipt vouchers and record in daily cash journal.

Higher Education Fund Unit

  • Manage Higher Education Fund allocations, oversee revenues and expenses.
  • Prepare periodic financial reports and coordinate with the university.
  • Monitor accounting entries specific to the Higher Education Fund.
  • Ensure compliance with financial regulations and applicable laws.

Strategic Planning & ProgramsDevelop strategic and operational plans for division tasks.
Continuous Supervision & AuditDetailed follow-up on all financial division procedures.
Task Distribution per UnitAssign duties according to specialization and direct monitoring.
Respond to University & Audit Bureau ReportsPrepare required financial reports and official responses.
Payroll Distribution OversightEnsure accuracy and safety of salary disbursement procedures.
Establish TimelinesSet deadlines to complete required financial tasks.
Ensure Budget Allocation Before Disbursement & Cash CountsMonitor liquidity and verify allocations.
Review Accounting EntriesReview and sign all accounting entry documents.

Organizational structure of the Finance Division

Reporting line: The Finance Division reports to the Assistant Dean for Administrative and Financial Affairs and comprises five interconnected units.

The Finance Division operates according to the regulations of the Financial Audit Bureau and the Iraqi Ministry of Higher Education and Scientific Research, submitting periodic reports to the parent university (Al-Furat Al-Awsat Technical University).
